Position Descriptions
The council president appoints council committees who are responsible for recommending policy to the full council.
Council elects a president, vice president, and president pro tem from within the elected council.
Oversight of finances for the Borough, including review of monthly financial reports, proposing the annual operating budget to the full borough council.
Conduct periodic inspections of Borough Streets, recommends repairs/improvements to Borough Council, ensure that appropriate signs are posted, roads are plowed and swept, and that crosswalks, streetlights and traffic signals remain in good working order, makes recommendations during the annual budget process.
Responsible for oversight of existing and proposed ordinances, including amendments to ordinances. New, or amended, ordinances must be adopted by the Borough Council and Mayor.
The committee researches a topic for the creation of a new ordinance, or to make recommendations for amending an existing ordinance.
The Junior Council Person (JCP) Program provides youth in the borough with an opportunity to get engaged in borough government and develop leadership skills. It also allows borough officials to serve as mentors to students who will be future leaders in their communities.
Since 2000, the Pennsylvania State Association of Boroughs (PSAB) has been encouraging high school students to get involved in borough government by becoming a JCP. Since that time, hundreds of students have participated in the JCP Program in boroughs throughout Pennsylvania.

Seven Valleys has an elected 7-member Borough Council, which is central to the borough government.
The council sets policy, enacts legislation, adopts budgets, controls expenditures, appoints advisory commissions and boards, and hires employees. Council members are elected to four-year terms, with 3 or 4 members up for election every two years.

§ 33-1. Mayor. The salary of the Mayor of the Borough of Seven Valleys is hereby fixed at the rate of $70 per month.
§ 33-2. Council President. The compensation of the President of the Borough Council of the Borough of Seven Valleys shall be $70 per month.
§ 33-3. Council members. The compensation of the President of the Borough Council is fixed at the rate of $50 per month.
